Constitution of the Senior Student Parliament

A clear version of the founding rulebook for student governance across Capital, Waziran, Hawler, and Pirmam.

I

Structure & Representation

  • The Senior Student Parliament represents the Capital, Waziran, Hawler, and Pirmam branches.
  • The House of Representatives is based on student population, so larger branches receive more seats.
  • The Senate gives every branch equal representation: exactly two Senators per branch, for eight Senators in total.
  • Representatives and Senators may have one approved backup or proxy. A proxy only replaces an absent member and never creates an extra vote.
II

Voting & Proposals

  • A normal proposal passes with a majority vote (50% + 1) in both the House of Representatives and the Senate.
  • Small procedural matters may be handled by a simple House majority when the standing rules allow it.
  • A proposal affecting all four branches should have support from students or members in at least two branches before debate.
  • At least half of voting members must be present for a normal vote. A branch that deliberately misses two meetings in a row cannot be allowed to stop Parliament from functioning.
  • If the Senate blocks a proposal with overwhelming student support, a school-wide petition signed by at least 75% of students may send the matter forward, subject to school approval and policy.
III

Representatives & Student Accountability

  • Representatives are expected to consult the students in their branch before major votes and represent the branch honestly.
  • Official parliamentary vote records and published decisions should be visible so students can see how their representatives acted.
  • If at least 60% of students in a branch sign a valid petition to remove a Representative for failing to represent them, the seat may be declared vacant and a replacement election should be held promptly.
  • Student consultation may happen through the website, branch polls, meetings, or approved group channels, but informal polls do not replace official Parliament votes or elections.
IV

Meetings & Officers

Speaker

Runs meetings, keeps order, manages speaking time, and normally does not vote except to break a tie. The position rotates between branches and should not remain with the same branch for consecutive terms. If three or more Representatives formally submit an idea, the Speaker must place it on the next meeting agenda.

Prime Minister

Represents approved Parliament decisions to the Principal or designated school leadership and reports the official response back to Parliament.

Secretary of Council

Records minutes, attendance where required, voting records, published decisions, and official replies so Parliament has a clear public record.

Team Leaders

Supporting teams such as events, sports, or projects may have student leaders. Where practical, leadership should be shared across branches so one campus does not control school-wide work.

  • Regular meetings are normally held weekly, with the official date, time, location, and agenda published through Parliament channels.
  • Speaking time is normally limited so all branches have a fair chance to participate.
V

Elections, Accounts & Roles

  • Every new member account begins as a Student account. Parliament roles are assigned only after an election, appointment, or authorized administrative decision.
  • Students may vote only in elections for their own branch: Capital votes in Capital, Waziran in Waziran, Hawler in Hawler, and Pirmam in Pirmam.
  • Each eligible student receives one vote per election. Ballots are secret: the system may record that a student voted, but not connect that student publicly to a candidate choice.
  • Election opening and closing times are enforced by the system. Administrators may manage elections and candidates but may not rewrite raw ballots or vote totals.
  • Authorized administrators may promote or demote account roles when official results or appointments require it. The protected Head Admin account cannot be altered by other administrators.
  • There is no public sign-up. Accounts are created and managed by authorized Parliament administration.
VI

Principal & Supreme Court

  • When Parliament approves a proposal that needs school action, the Prime Minister sends it to the Principal or designated senior leadership.
  • Parliament expects a written approval, refusal, or requested revision within seven school days where reasonably practicable.
  • The Student Supreme Court interprets Parliament rules, settles procedural disputes, reviews election or voting complaints, and protects fairness between branches.
  • The Supreme Court must act impartially. A member with a direct conflict of interest should not decide that dispute.
  • School administration retains final lawful authority over safeguarding, school policy, and matters outside the Parliament’s permitted powers.
VII

Records, Transparency & Amendments

  • The Parliament website is the official place for published decisions, election information, meeting notices, the Constitution, and approved records.
  • No fake decisions, elections, attendance figures, or historical events may be published as official Parliament activity.
  • Corrections to important published records should remain traceable instead of silently rewriting history.
  • This Constitution may be amended through the Parliament’s approved process, with the amendment and date recorded. Any required school approval still applies.
